they are handles i believe, possibly for holding onto the back if you want to hang off i guess. we don't use them like that though. what works really well is when your riding and you want some added leverage to stay on you can slip the tip of your foot into one of those straps on a turn and it will help keep you from getting your legs sucked into the water in a fast turn. the O'Brien screamer or super screamers are great tubes. when you get good you can manage to stay one through some rough turns. i have been whipped around on my tube so fast i was afraid for my life, but the tube is designed pretty well so you can stay on if your good.
